Added to this are additional supports linked to legislative functions, including 20,000 pesos for fuel and lubricants, 70,000 pesos for legislative expenses, and 35,000 pesos destined for social assistance support.
Legislative Productivity: Initiatives as an Indicator
To measure the performance of the 21 local deputies, one of the observed variables is the number of initiatives presented from the beginning of the legislature in September 2024 until March 15, 2026.
The record, compiled from a review of the State Congress agendas, considers only initiatives promoted individually by legislators, excluding those driven by committees, motions (propositions with points of agreement), or official pronouncements.
Types of Initiatives: Between Legal Reforms and High-Impact Issues
Beyond the volume of proposals, a review of the initiatives allows for the identification of specific topics that have defined the legislative agenda.
Initiatives were also identified regarding housing and leasing, health (including the creation of an oral health law), mobility and transportation, human rights and inclusion, as well as the environment and water usage.
Among the topics that have garnered the most attention are penal reforms linked to gender violence, housing proposals, and constitutional and legal changes regarding human rights, in addition to the initiatives related to forced disappearances driven by the State Executive.
Academic Profiles and Diverse Backgrounds
The resumes published by the deputies themselves on the official Congress portal reflect a heterogeneous composition in terms of academic training and professional experience.
Cases were also identified where academic information is limited or does not detail the completion of professional studies, which is part of the diversity of profiles that make up the Legislature.

The intersection between the annual cost per deputy, their productivity measured in initiatives, and their academic profile allows for the observation of different levels of participation within the local Congress.
While the number of initiatives does not, by itself, reflect the impact or scope of the proposals, it does constitute a quantifiable indicator of the individual activity of the legislators.
